Стан та особливості організації та управління адаптивною фізичною культурою в Україні та за кордоном

Abstract

У статті проаналізовано сучасний стан та управлінські особливості адаптивної фізичної культури (АФК) в Україні у порівнянні з міжнародною практикою. На основі системного аналізу виявлено ключові чинники ефективної організації АФК, зокрема: інтеграцію інноваційних реабілітаційних технологій (віртуальна реальність, телемедицина), розробку індивідуалізованих програм з урахуванням особливостей різних груп населення та забезпечення міжгалузевої взаємодії між медичними, спортивними та соціальними установами. Доведено необхідність вдосконалення нормативно-правової бази, стандартизації програм на основі доказової медицини та впровадження сучасних цифрових систем моніторингу ефективності реабілітації. Особливий акцент зроблено на критеріях оцінки якості послуг АФК, включаючи динаміку фізичного стану, рівень соціальної адаптації, психоемоційний стан та задоволеність учасників. Запропоновано комплексний підхід до управління АФК, що враховує медико-біологічні, психологічні та організаційні аспекти, а також передбачає адаптацію кращих міжнародних практик до українських реалій. Результати дослідження можуть бути використані для оптимізації державної політики у сфері адаптивного спорту та фізичної реабілітації, особливо в контексті підтримки ветеранів та осіб з інвалідністю.This comprehensive study examines the current state and management peculiarities of adaptive physical culture (APC) in Ukraine through comparative analysis with international best practices. The research employs systematic analysis of organizational models, rehabilitation approaches, and policy frameworks to identify critical success factors in APC implementation. Key findings reveal three fundamental pillars for effective APC systems: technological integration, particularly virtual reality rehabilitation systems and telemedicine platforms that enhance accessibility and treatment outcomes; personalized program development accounting for diverse population needs including veterans, children with disabilities, and individuals with acquired impairments; and robust inter-institutional cooperation mechanisms between healthcare providers, sports organizations, and social services. The study highlights significant gaps in Ukraine's current APC infrastructure, particularly in regulatory standardization and quality assurance protocols. Evidence-based recommendations include: establishing unified national APC standards aligned with WHO guidelines; implementing digital monitoring systems for outcome tracking; and developing certification frameworks for APC specialists. Quality assessment metrics are proposed across four dimensions: physiological improvements (measured through functional diagnostics), social reintegration progress (employment rates, community participation), psychological wellbeing indicators, and participant-reported satisfaction levels. These metrics form the basis for a novel APC quality index suitable for cross-national comparisons. The research presents an integrated management model combining: medical-biological components (evidence-based rehabilitation protocols); psychological support systems (trauma-informed approaches); organizational solutions (resource allocation algorithms); policy adaptation mechanisms for local implementation of international standards. Special consideration is given to Ukraine's post-conflict context, with particular attention to veteran rehabilitation needs. The proposed framework addresses both immediate physical rehabilitation requirements and long-term social reintegration strategies. Implementation of the proposed recommendations could elevate Ukraine's APC system to meet international standards while addressing unique domestic challenges. This research contributes to both academic discourse on adaptive sports management and practical policymaking in post-conflict rehabilitation.
