Системна трансформація футболу в Україні в умовах війни: управлінський, кадровий та соціокультурний аспекти (2014–2024)

У статті проаналізовано стан футболу та систему підготовки футболістів в Україні, а також їх трансформацію у ретроспективному розрізі визначеного періоду з 2014 по 2024 рр.. Аналіз проведено у межах трьох основних аспектів: управлінського (менеджмент), кадрового (селекція та скаутинг) і соціокультурного. Безпосередньо увага приділена діяльності футбольних клубів «Динамо» (Київ), «Шахтар» (Донецьк), «Полісся» (Житомир) як найбільш показовим прикладам, що встановлюють основні закономірності розвитку професійного футболу в Україні. Здійснено огляд наукової літератури за обраною тематикою та суміжними напрямами, що є доцільним для дослідження багатокомпонентності викликів і завдань, які постають перед футбольними клубами на сучасному етапі. Через аналіз особливостей прогресу та регресу виявлено зміни у стратегічному плануванні й управлінні, селекційній діяльності, структурі кадрів, ціннісних засадах, а також визначено роль футболу в соціокультурному просторі. Методологічні засади дослідження ґрунтуються на аналізі наукової літератури та інтернет-джерел, застосуванні історико-логічного підходу до висвітлення подій і фактів, а також на методі аналізу конкретних ситуацій. Окреслено специфіку функціонування футбольних клубів, академій та шкіл в умовах кризи. Здійснено порівняльний аналіз діяльності обраних футбольних клубів у межах управлінського, кадрового та соціокультурних аспектів за такими критеріями функціонування, як стабільність менеджменту, стан інфраструктури, фінансова модель, скаутинг і селекція, діяльність академії й розвиток молоді, а також соціальна відповідальність. Сформульовано висновки щодо системної трансформації футболу в Україні, які обґрунтовують необхідність адаптації систем менеджменту, переорієнтації селекційної політики та посилення соціокультурної ролі футболу в умовах воєнного стану.

This article analyses the state of football and the system for training footballers in Ukraine, as well as their evolution over the period from 2014 to 2024. The analysis is conducted within the framework of three main aspects: administrative (management), personnel (selection and scouting), and socio-cultural. Particular attention is paid to the activities of the football clubs ‘Dynamo’ (Kyiv), ‘Shakhtar’ (Donetsk) and ‘Polissya’ (Zhytomyr) as the most illustrative examples, which establish the main patterns of development in professional football in Ukraine. A review of the academic literature on the chosen topic and related fields has been carried out, which is appropriate given the multifaceted nature of the challenges and tasks facing football clubs at the present time. Through an analysis of the characteristics of progress and regression, changes have been identified in strategic planning and management, recruitment activities, personnel structure and value systems, and the role of football in the socio-cultural sphere has been determined. The methodological framework of the study is based on an analysis of academic literature and online sources, the application of a historical-logical approach to the presentation of events and facts, and the method of case study analysis. The study outlines the specific characteristics of how football clubs, academies, and schools operate in times of crisis. A comparative analysis has been carried out of the activities of selected football clubs in terms of managerial, personnel, and socio-cultural aspects, based on operational criteria such as management stability, infrastructure, financial model, scouting and selection, academy activities and youth development, as well as social responsibility. Conclusions have been drawn regarding the systemic transformation of football in Ukraine, which justify the need to adapt management systems, reorient recruitment policies and strengthen the socio-cultural role of football in the context of martial law.
