Стан розвитку державно-приватного партнерства в Україні

В даній статті досліджено стан розвитку державно-приватного партнерства в Україні. Автори зазначають, що чинний механізм паритетного співробітництва держави та бізнесу за рахунок реалізації державно-приватного партнерства в Україні не набув значного поширення. Практика його впровадження досить незначна та розповсюджується повільними темпами. Найпоширенішою правовою формою реалізації державно-приватного партнерства у вітчизняній практиці є концесія. Переважними моделями впровадження державно-приватного партнерства є проекти передавання активів та проекти «з нуля» і реалізуються вони переважно у сфері оброблення відходів, у сфері збору, очищення та розподілення води та у будівництві та/або експлуатації доріг, залізниць, тунелів і метрополітенів, морських і річкових портів тощо. Такий незадовільний стан розвитку державно-приватного партнерства, на думку авторів, не дозволяє виявити весь його позитивний потенціал у вирішенні проблем соціально-економічного розвитку.

The current state of the economy of most countries requires the state to use new, more progressive models of its own activities, as well as models of interaction with other economic actors. Economic crises destroyed the economies of many countries, depleted the financial resources of the states, and also pushed for mechanisms of interaction between the private and public sectors, the cooperation of which should be beneficial for all participants in the process of reforming the economy. One of such mechanisms is public-private partnership.
This article explores the state of development of public-private partnership in Ukraine. The authors note that the current mechanism of parity cooperation between the state and business due to the implementation of public-private partnership in Ukraine has not been widely disseminated. The practice of its implementation is rather insignificant and is spreading at a slow pace. The latter is confirmed by statistics, according to which, on January 1, 2017, 186 projects were implemented on the basis of public-private partnership (154 concession agreements, 32 joint venture agreements, 1 public-private partnership agreement) were implemented. In Ukraine, the prevailing models of the implementation of public-private partnership are projects for the transfer of assets and projects from scratch – 56,9% and 40% of the total number of projects and 18% and 81% of the total amount of investments in 2016. Such projects are implemented mainly in the field of waste management – 112 (63,2% of the concluded agreements), in the area of collection, treatment and distribution of water 30 (16,8% of the concluded agreements) and in the construction and / or operation of motorways, roads, railways , runways at aerodromes, bridges, road raids, tunnels and subways, sea and river ports and their infrastructure 16 (9% of the concluded agreements).
The most widespread legal form of realization of public-private partnership in the domestic practice is concession. Such an unsatisfactory state of development of public-private partnership, according to the authors, does not allow to identify all its positive potential in solving the problems of socio-economic development.
