Павло Іванович Гессе - київський цивільний губернатор : етапи життєвого шляху та службової діяльності

У статті розглядається службовий та життєвий шлях київського цивільного губернатора Павла Івановича Гессе. Досліджуються основні механізми та заходи впровадження російської імперської політики в Київській губернії, роль цивільного губернатора в системі імперської влади на місцях. Аналізуються основні соціально-економічні та політичні постанови губернатора в контексті суспільно-політичного
життя Російської імперії не лише на посаді київського цивільного губернатора, а під час перебування на інших урядових посадах в українських губерніях.

In the article the way of life and service of Kyiv civil governor P. Hesse. We study the basic mechanisms and implementation measures of the Russian imperial policy in the Kiev province, the role of civil governor in the system of imperial power on the ground. Analyzes the main socio-economic and political resolution of the governor in the context of social and political life of the Russian Empire not only as civil governor of Kyiv, and while in other government positions in the Ukrainian provinces. Special attention is devoted to the study methods and activities of civil governor of the Kiev P.Hesse the implementation of liberal-democratic reforms of Alexander I in the Kiev province. The author analyzes the policy of civil governor P.Hesse Kiev during the Polish uprising of 1863, and highlights the attitude P.Hesse the «Polish problem» and possible ways to resolve it. Based on published archives, varieties of memoirs literature and epistolary to reveal the problem of relationship between Kyiv civil governor P. Hesse and Ukrainian poet, artist T. Shevchenko who represented Ukrainian national liberation movement in the first half of the nineteenth century. Describe the main stages of relationships between these personalities and analyze their development. Reveal the attitude to Ukrainian artist at that time officials, aristocratic and intellectual circles, not only in the case of Cyryl and Methodiyi Brotherhood in 1847, but also after serving the sentence.
