"... И царское величество въ Умань воеводу пошлетъ (до питання запровадження московських гарнізонів на Правобережній Україні)

На основі опублікованих та архівних джерел розглядається проблема запровадження царським урядом військових гарнізонів у містах Правобережної України після укладення московсько-українського договору 1659 р. Всупереч положенням договору московський уряд намагався розмістити свої військові контингенти не тільки у Брацлаві
та Умані, а й в ще одному стратегічно важливому місті Правобережжя – Білій Церкві. Проте перетворити їх у штатні гарнізони на чолі з «городовими» воєводами царату так
не і вдалося. Експансіоністським планам Москви завадив спротив українського населення, а також загострення військового протистояння з Річчю Посполитою.

On the basis of the published and archived sources the questions of input of soldiery garrisons tsar's government areexamined in the cities of Right-bank of Ukraine after theconclusion of the Moscow-Ukrainian treaty in 1659. This problem remains scantily explored, without regard to apresence in Ukrainian and foreign historiography of far of the works
sanctified to the Ukrainian-Moscow relations of the second half of XVІІ of century.Despite of the provisions of the Pereyaslavski agreement in 1659 the Moscow government tried to place the soldiery contingents not only in Brazlav and Uman but also in another strategically important city of Right-bank Ukraine – Bila Tserkva. Realization of a plan in Moscow program of placing of tsar's garrisons depended upon Kyiv voevode and head of
Moscow military administration in Ukraine Vasiliy Sheremet'ev.
However it was so not succeeded in a complete measure to take advantage of the government of Oleksij Mykhajlovich the terms of agreement rudely stuck to the cossack-hetman
state in 1659 in relation to being of soldiery garrisons in two right-bank Ukrainian centers. In opinion of author, stay of regiment of G. Kоzlоvski in Bila Tserkva, and then in Uman not it
follows to examine as functioning there of regular garrisons, and Kоzlоvski to consider to the valuable "policemen" voevode of these cities. Absence of the governmental assigning is for
positions of voevode and his helpers in the adopted cities, and also the analysis of military operations with participation of regiment of Kоzlоvski specifies on that the stay of tsar's
subdivisions in Bila Tserkva and Uman carried situation character and predetermined by the military-tactical calculations of the Moscow command. Realization of plans of Moscow from the input of garrisons in right-bank cities resistance of the Ukrainian population, and also intensifying of military opposition, prevented with Rich Pоspоlita. An address to the theme of military-political expansion of the Moscow reign on Ukrainian
earth is as never actual in present terms, when Russian Federation, so not quieting the imperial ambitions, once again resorted to the direct armed aggression against Ukraine.
