Концептуальний підхід до діяльності спортивних клубів в реалізації соціально-гуманітарної політики

Автором представлено системне бачення одного з ключових елементів реформування сфери фізичної культури і спорту, а саме створення умов для розвитку інтеграційних спортивних клубів в реалізації молодіжної, виховної, освітянської функцій та розвитку людського капіталу в Україні. Проаналізовано державну політику в реалізації соціально-гуманітарного вектору щодо перспектив розвитку клубної системи спорту в України. Узагальнено сутність пілотного проєкту з впровадження клубної системи спорту в деяких регіонах. Охарактеризовано основні сучасні проблеми, які впливають на ефективність управління спортивним клубом, а саме: визначення місії та основних стратегічних та оперативних цілей, ідентифікація контингенту (клієнтів), механізми фінансування, адекватність методів управління. Запропоновано, що концепція соціальної відповідальності має стати інструментом розвитку системи спортивних клубів в регіонах та державі.

One of the key elements of reforming the sphere of physical culture and sports is the creation of conditions for the development of integrated sports clubs in the implementation of youth, educational, and development functions of human capital in Ukraine. Systemic and functional analysis of the activities of sports clubs in Ukraine allows us to confirm the implementation of this organizational and legal form of physical culture and sports organization of an important mission in the development of future generations and national-patriotic education of the younger generation. There is a discrepancy between the content of the current legislation of Ukraine and modern processes of commercialization of sports relations.
In Ukraine, there are a large number of sports clubs of different directions and origins, the basis of the functional distribution is the final purpose of their activities, its nature and a number of substantive features. In modern socio-economic conditions, when the state, for objective reasons, is not able to fully ensure the development and functioning of physical education and sports organizations, the problem of developing entrepreneurial activity in the field of physical education and sports arises most acutely. The activities of modern sports clubs should be based on an innovative approach.
Diagnostics of the main modern problems affecting the efficiency of sports club management allows us to state that they are: definition of the mission and main strategic and operational goals, identification of the contingent (clients), financing mechanisms, adequacy of management methods.
Thus, the activities of sports clubs are of unique importance for the restoration and development of the socio-economic sector of society, region, country. The efficiency of organizational and managerial, organizational pedagogical and subject-physical education activities of a sports club is influenced by a number of external and internal factors. The functional focus of a sports club is based on the correct formation of the mission, strategy and goals of the club, which characterizes the efficiency of the human capital management system (specialists and students). In our opinion, it is the concept of social responsibility that should become a tool for the development of the sports club system in the regions and the state.
