The dissertation presents a comprehensive political science study of the role of Ukraine’s strategic communications under martial law and in the context of post-war recovery. Strategic communications are examined as an integral part of political governance and public policy, linked to the achievement of strategic objectives, the advancement of national interests, the coordination of public institutions, and engagement with domestic and international audiences. The scientific novelty of the findings lies in substantiating the relationship between the security and recovery dimensions of state strategic communications and in developing a two-component model that combines a defence and crisis component with a constructive and innovative component. Wartime strategic communications and recovery communications are viewed not as separate or sequential stages, but as functionally interconnected elements of public policy that operate in parallel. For the first time, a two-component model of Ukraine’s strategic communications is proposed and theoretically substantiated to reflect the simultaneous pursuit of security and recovery objectives by the state. The defence and crisis component encompasses communication mechanisms aimed at strengthening the resilience of the state and society, countering information and hybrid threats, ensuring interinstitutional coordination and maintaining international support. The constructive and innovative component is associated with communication support for recovery, the explanation and legitimisation of reforms, transparency and accountability, the engagement of citizens and stakeholders, the development of international partnerships and the articulation of a future vision for Ukraine.
