Ресурсне забезпечення сфери фізичної культури і спорту в Україні: сучасний стан та перспективи розвитку

У статті проаналізовано сучасний стан ресурсного забезпечення сфери фізичної культури і спорту в Україні на основі діючого законодавства, державних програм, статистичної звітності та аналізу кадрового, матеріально-технічного, фінансового, організаційного та інформаційного компонентів. Висвітлено ключові нормативно-правові акти, які регулюють діяльність у цій сфері, зокрема Закон України «Про фізичну культуру і спорт», Державну цільову соціальну програму розвитку фізичної культури і спорту на період до 2030 року та Стратегію розвитку фізичної культури і спорту до 2028 року. Наведено статистичні дані щодо кількості та якісного складу працівників, мережі спортивних споруд, структури фінансування. Виявлено проблемні питання, такі як недостатній відсоток фахівців з відповідною освітою, низька доступність спортивних споруд для осіб з інвалідністю, переважання бюджетного фінансування над позабюджетним. Запропоновано напрями вдосконалення ресурсного забезпечення для ефективної реалізації державної політики у сфері фізичної культури і спорту.

This article provides a comprehensive analysis of the current state of resource provision for physical culture and sports in Ukraine. The analysis is based on current legislation, state programs, statistical reporting, and an assessment of personnel, material and technical, financial, organizational, and informational components. The analysis of the organizational framework revealed that the management structure for physical culture and sports is multi-tiered, encompassing state bodies (the Ministry of Youth and Sports of Ukraine and other central executive authorities), regional bodies (departments or directorates for physical culture and sports within regional military administrations), and local entities (youth sports schools, sports clubs, and physical health centers "Sport for All"). Key regulatory acts governing activities in this field are highlighted, including the Law of Ukraine "On Physical Culture and Sports", the State Targeted Social Program for the Development of Physical Culture and Sports until 2030, and the Strategy for the Development of Physical Culture and Sports until 2028. The paper presents statistical data on the quantity and qualifications of personnel, the network of sports facilities, and the structure of financing. Key issues are identified, such as an insufficient percentage of specialists with relevant education, low accessibility of sports facilities for persons with disabilities, and the predominance of budgetary funding over extra-budgetary sources. The following problems within this organizational support system were identified: duplication of functions across different levels, excessive bureaucracy in decision-making and financing, and insufficient cooperation between public (state) and private sector actors. Directions for improving resource provision to ensure effective implementation of state policy in the field of physical culture and sports are proposed.
