This article examines the theoretical and legal foundations of the relationship between the state and culture as mutually conditioned social phenomena that determine the patterns of societal development and the formation of modern statehood. It is argued that culture is not merely an aggregate of material and spiritual values but also a universal environment for the formation of social institutions, legal traditions, and models of social interaction. At the same time, the state serves as an important institutional mechanism for ensuring the preservation, development, and transmission of cultural values by creating the normative, organizational, and legal conditions for the functioning of the cultural sphere. The article reveals the genetic, functional, and structural aspects of the relationship between the state and culture and analyzes the main scholarly approaches to their correlation, among which the etatist, culture-centric, and dialectical concepts are distinguished. Particular attention is devoted to legal culture as a specialized subsystem of general culture that characterizes the level of development of legal consciousness, legal thinking, juridical values, legal behavior, and the quality of law-making and law-enforcement activities. It is established that the interaction between the state and legal culture is bidirectional: the state, through law-making, law enforcement, the system of legal education, and legal policy, shapes the foundations of legal-cultural development, while a high level of legal culture ensures the legitimacy of state power, strengthens the principle of the rule of law, limits the arbitrariness of public authority, and enhances the effectiveness of the state mechanism. The article analyzes contemporary trends in the development of relations among the state, culture, and legal culture under conditions of globalization and digital transformation. It is argued that the transnationalization of legal values, the pluralization of cultural influences, the growing role of civil society, the development of digital technologies, e-governance, and new forms of legal communication drive the modernization of models of state–society interaction and necessitate a rethinking of traditional theoretical and legal approaches to the correlation of the state, culture, and legal culture.
