Навчання учнів у закладах позашкільної освіти: стан та перспективи

У статті здійснено аналіз сучасного стану навчання учнів у закладах позашкільної освіти України та окреслено перспективи розвитку позашкільної освіти в умовах сучасних суспільних трансформацій. Наголошено, що в умовах сьогодення особливого значення набуває підтримка і підготовка підростаючого покоління як людського капіталу держави, суспільства та громад, а важлива роль у реалізації цього завдання належить системі позашкільної освіти. Визначено, що за роки Незалежності України у сфері позашкільної освіти відбулися суттєві організаційно-управлінські та педагогічні зміни, пов’язані з модернізацією змісту освіти, оновленням форм і методів навчання, упровадженням компетентнісного підходу та забезпеченням реалізації права дітей на позашкільну освіту. Проаналізовано нормативно-правову базу функціонування позашкільної освіти, зокрема положення міжнародних і національних документів, які визначають державну політику у сфері позашкільної освіти. На основі статистичних даних МОН України, схарактеризовано сучасний стан мережі закладів позашкільної освіти, кількість вихованців, учнів і слухачів, а також популярність основних напрямів позашкільної освіти. Встановлено, що найбільшим попитом серед дітей та молоді користуються художньо-естетичний, науково-технічний, еколого-натуралістичний, фізкультурно-спортивний, гуманітарний та туристсько-краєзнавчий напрями. Обґрунтовано значення позашкільної освіти для розвитку особистості дитини, формування її компетентностей, здібностей і талантів, професійного самовизначення, підтримки психоемоційного стану та ментального здоров’я. Визначено, що заклади позашкільної освіти забезпечують змістовне дозвілля дітей, сприяють профілактиці булінгу, правопорушень та інших негативних соціальних проявів, а також є важливим чинником утвердження національної ідентичності та соціальної згуртованості суспільства. Окрему увагу приділено проблемам кадрового забезпечення закладів позашкільної освіти. Встановлено тенденцію до зменшення кількості педагогічних працівників, недостатній рівень оплати праці, нестачу молодих фахівців і педагогів чоловічої статі, а також відсутність окремої спеціальності «Позашкільна освіта» та професійних стандартів для працівників галузі. Обґрунтовано необхідність удосконалення нормативно-правового, кадрового й фінансового забезпечення у навчанні учнів закладів позашкільної освіти, системи позашкільної освіти України.

This article analyses the current state of pupils’ education in Ukraine’s after-school education institutions and outlines the prospects for the development of after-school education in the context of contemporary social transformations. It is emphasised that, in today’s context, supporting and preparing the younger generation as the human capital of the state, society and communities is of particular importance, and the system of after-school education plays a vital role in achieving this objective. It has been established that, since Ukraine gained independence, significant organisational, managerial and pedagogical changes have taken place in the field of after-school education, linked to the modernisation of educational content, the updating of teaching methods and approaches, the introduction of a competence-based approach, and the safeguarding of children’s right to after-school education. The article analyses the regulatory framework governing the functioning of after-school education, in particular the provisions of international and national documents that define state policy in the field of after-school education. Based on statistics from the Ministry of Education and Science of Ukraine, this report outlines the current state of the network of after-school education institutions, the number of pupils, students and course participants, as well as the popularity of the main areas of after-school education. It has been found that the areas most popular among children and young people are the arts and aesthetics, science and technology, ecology and natural history, physical education and sport, the humanities, and tourism and local history. The importance of extracurricular education for a child’s personal development, the cultivation of their skills, abilities and talents, their career choices, and the maintenance of their emotional well-being and mental health has been demonstrated.
It has been established that after-school educational establishments provide children with meaningful leisure activities, help to prevent bullying, offences and other negative social phenomena, and are an important factor in fostering national identity and social cohesion within society. Particular attention has been paid to staffing issues in after-school education institutions. A trend has been identified towards a decline in the number of teaching staff, inadequate pay levels, a shortage of young professionals and male teachers, as well as the absence of a separate specialisation in ‘After-School Education’ and professional standards for workers in the sector. The need to improve the regulatory, staffing and financial support for the education of pupils in after-school education institutions and the after-school education system in Ukraine has been substantiated.
