Вплив цифровізації та штучного інтелекту на управлінську функцію держави

Анотація
The article examines the complex impact of digitalization and artificial intelligence technologies on the transformation of the state's management function in its broadest sense. It is substantiated that digitalization is not only a tool for modernizing public administration, but also a systemic factor in changing its content, form, and methods of implementation. It is noted that AI opens up prospects for automating routine processes, analyzing large amounts of data, predicting socio-economic trends, and making informed decisions. However, integrating AI into public administration raises questions of ethics, algorithm transparency, data security, and risks of replacing the human factor. The problem arises of balancing technological progress with preserving democratic principles of governance. The main areas of influence of digital technologies on public administration have been identified, in particular in the field of managerial decision-making, provision of public services, and ensuring transparency and accountability of government bodies. Particular attention is paid to the role of artificial intelligence as a tool for processing large data sets, forecasting socio-economic processes, and supporting management decisions. The benefits of digital transformation are analyzed, including increased management efficiency, reduced administrative barriers, minimized corruption risks, and the development of e-governance. At the same time, key risks associated with the use of artificial intelligence are outlined, including threats to privacy, cybersecurity challenges, algorithmic bias, and the issue of liability for automated decisions. A conclusion was made about the formation of a new model of the state – a "smart state", which is based on the use of data, digital technologies and a service-oriented approach to interaction with citizens.
