Анотація
У статті досліджено інституційні умови захисту економічних процесів із акцентом на визначенні ролі держави у формуванні ефективного інституційного середовища, спрямованого на забезпечення економічної безпеки. Здійснено комплексний аналіз теоретичних засад інституційного забезпечення економіки, розкрито сутність і структуру інституційних умов, а також охарактеризовано їхнє значення для сталого розвитку держави. Приділена увага інституційним механізмам протидії внутрішнім і зовнішнім економічним загрозам, зокрема в контексті глобалізаційних процесів і зростання фінансово-економічних ризиків. У процесі дослідження проаналізовано діючі інститути економічної безпеки України, їхню структуру, функції та ефективність. Встановлено, що ключовими проблемами у функціонуванні національних інститутів є недостатній рівень координації між державними органами, обмежена інституційна спроможність, низька ефективність правозастосування та наявність корупційних ризиків. Виокремлено роль державних інституцій у формуванні правового поля, підтриманні макроекономічної стабільності та забезпеченні прозорості економічних процесів. Визначено, що інституційна спроможність держави є критичним чинником у запобіганні економічним загрозам і формуванні стійкого інвестиційного клімату.
Дослідження також охоплює аналіз взаємозв’язку між інституційною спроможністю держави та її здатністю протидіяти економічним загрозам. Виявлено, що ефективні інститути сприяють мінімізації впливу кризових явищ, забезпечують стабільність фінансово-економічної системи та підвищують конкурентоспроможність національної економіки. Натомість слабкість інституційної структури призводить до правової невизначеності, посилення вразливості перед зовнішніми шоками та погіршення економічної стабільності. Зазначено, що забезпечення ефективного функціонування інститутів економічної безпеки вимагає не лише нормативно-правових реформ, а й посилення інституційної культури та вдосконалення управлінських механізмів. Результати дослідження дозволяють сформулювати обґрунтовані висновки щодо шляхів підвищення інституційної спроможності держави та ефективності інститутів економічної безпеки в Україні. Запропонований теоретичний та практичний аналіз може слугувати основою для подальших наукових досліджень і вироблення рекомендацій для державних органів щодо удосконалення інституційних механізмів забезпечення економічної стабільності й захисту національної економіки від внутрішніх і зовнішніх загроз.
The article examines the institutional conditions for the protection of economic processes with a focus on determining the role of the State in forming an effective institutional environment aimed at ensuring economic security. A comprehensive analysis of the theoretical foundations of institutional support of the economy is carried out, the essence and structure of institutional conditions are revealed, and their importance for sustainable socio-economic development of the state is characterized. Particular attention is paid to institutional mechanisms for counteracting internal and external economic threats, in particular in the context of globalization processes and growing financial and economic risks. The study analyzes the existing institutions of economic security of Ukraine, their structure, functions and efficiency. It is established that the key problems in the functioning of national institutions are insufficient coordination between government agencies, limited institutional capacity, low law enforcement efficiency and corruption risks. The role of state institutions in shaping the legal framework, maintaining macroeconomic stability and ensuring transparency of economic processes is emphasized. It is determined that the institutional capacity of the state is a critical factor in preventing economic threats and creating a sustainable investment climate. The study also includes an analysis of the relationship between the institutional capacity of the state and its ability to counteract economic threats. It is found that effective institutions help minimize the impact of crises, ensure the stability of the financial and economic system, and increase the competitiveness of the national economy. Instead, the weakness of the institutional structure leads to legal uncertainty, increased vulnerability to external shocks and deterioration of economic stability. It is noted that ensuring the effective functioning of economic security institutions requires not only regulatory and legal reforms, but also strengthening the institutional culture and improving management mechanisms. The results of the study allow formulating reasonable conclusions on ways to improve the institutional capacity of the State and the efficiency of economic security institutions in Ukraine. The proposed theoretical and practical analysis can serve as a basis for further research and development of recommendations for government agencies to improve institutional mechanisms for ensuring economic stability and protecting the national economy from internal and external threats.
