This article is aimed at theoretical presentation of a system
of state and public administration as a product of further
democratization of the organizational and power authorization.
Obtaining of such specific product as the system of state and
public administration means theoretical proof of the ontological
integrity in organizational interaction of state and non-state power
forms on the basis of advanced communication process.
