Політичний консенсус: детермінанти формування та основи реалізації в умовах сучасного суспільного розвитку

Abstract

У дисертації здійснено комплексний теоретико-методологічний аналіз політичного консенсусу та визначено його роль в умовах сучасного суспільного розвитку. Розглянуто спектр теоретичних і практичних питань, пов'язаних зі природою конфліктного середовища й пошуку шляхів виходу з нього у всіх сферах суспільного життя, що дозволяє говорити про початок формування в політичній науці загальної теорії політичного консенсусу. Визначено, що практична потреба в здобутті консенсусу робить її надзвичайно актуальною з наукової точки зору, неминуче стимулює дослідження відповідної проблеми політичною наукою. Предметом дослідження є закономірності та особливості консенсусного функціонування політичних інститутів суспільства і держави, що характеризують якісно новий рівень політичних відносин, спрямований на зниження конфліктності, підвищення легітимності й узгодженості функціонування органів влади та громадянського суспільства. Наукова новизна дисертаційного дослідження полягає в розробці автором концептуальних положень, що характеризують сучасну роль інституту громадянської злагоди, консенсусних механізмів, з урахування особливостей суспільного розвитку, завдань з подолання конфронтаційності й нетерпимості. Сформульовано концепт, згідно якого політичний консенсус є важливим інструментом досягнення громадянської злагоди, способом цивілізованого вирішення конфліктів і стабілізації суспільно-політичних процесів з метою запобігання загрози розпаду держави та сталого розвитку сучасного суспільства.The dissertation deals with the complex theoretical and methodological analysis of political consensus and determination of its role in the conditions of modern social development. The spectrum of theoretical and practical questions related to the nature of the conflict environment and finding ways out of it in all spheres of public life are considered, which allows to speak about the beginning of the formation of a general theory of political consensus in political science. World experience shows that civic consent, consensus are fundamental foundations of a highly developed society and a democratic rule of law. Theoretical thought and practice have been insufficiently prepared to address these issues and to formulate mechanisms for making socially significant decisions from the point of view of political consensus, that is, an approach based on stable agreement reached by all parties interested in blocking crisis situations. It is determined that the practical need for consensus makes it extremely relevant from a scientific point of view, inevitably stimulates the study of this problem by political science. The subject of the study is the laws and features of the consensus functioning of the political institutions of society and the state, characterizing a qualitatively new level of political relations, aimed at reducing conflict, increasing the legitimacy and coherence of the functioning of government and civil society. The scientific novelty of the dissertation research is the development of the author's conceptual provisions characterizing the new role of the Institute of Civic Consensus, consensus mechanisms, taking into account the peculiarities of social development, problems of overcoming confrontation and intolerance. The concept has been created according to which political consensus acts as an important tool for achieving civil consensus, a way of civilized conflict resolution and stabilization of socio-political processes in order to prevent the threat of state breakup and sustainable development of modern society. Political consensus has been shown to be the key to national politics. It is the consensus between nations and peoples that allows not only to stabilize but also to develop cooperation at the level of local as well as inter-national and regional relations. However, these relations are still unmanageable. It is determined that the implementation of a meaningful decision-making process by consensus is important for a number of reasons. Commitment to the ideal of consensus means a bold rejection of the dominant values of order, hierarchy, competition and leadership in society. The use of consensus rejects the unspoken view that a dictatorship is effective, that people need leaders to understand and pursue their own interests. The advantage of consensus methods as opposed to the power method is obvious. The latter, as shown by world practice, leads to violence, confrontation, the split of society, its disorganization, and in some cases the destruction of opponents. Consensual consent has a positive effect on the formation of the psychological climate in society as a whole and in a particular social organization, taking into account the interests of all its members. It has been found that political consensus interpretation is based on the presence or accentuation of certain basic political values and norms shared by all major political actors. Political consensus takes place and is realized where political interests intersect (collision) both within the state (society) and internationally. The main areas of political consensus are outlined. The peculiarities of the formation of consensus relations in different periods of social development are revealed, and it is established that by its very nature consensus forms a new tolerant consciousness of society when recognition of one's interests becomes a condition for the fulfillment of one's own goals and aspirations. It is shown that the existence of consensus, the implementation of its principles in the life of society contributes to the formation of a new consciousness of citizens, under which recognition of other interests is a condition for the implementation of their own.В диссертации осуществлен комплексный теоретико-методологический анализ политического консенсуса и определена его роль в условиях современного общественного развития. Рассмотрен спектр теоретических и практических вопросов, связанных с природой конфликтной среды и поиска путей выхода из него во всех сферах общественной жизни, что позволяет говорить о начале формирования в политической науке общей теории политического консенсуса. Определено, что практическая потребность в консенсусе делает его чрезвычайно актуальным с научной точки зрения, неизбежно стимулирует исследования данной проблемы политической наукой. Предметом исследования выступают закономерности и особенности консенсусного функционирования политических институтов общества и государства, характеризующие качественно новый уровень политических отношений, направленный на снижение конфликтности, повышение легитимности и соответствия деятельности органов власти и гражданского общества. Научная новизна диссертационного исследования заключается в разработке автором концептуальных положений, характеризующих новую роль института гражданского согласия, консенсусных механизмов, с учетом особенностей общественного развития, задач преодоления конфронтационности и нетерпимости. Создан концепт, согласно которому политический консенсус выступает как важный инструмент достижения гражданского согласия, способ цивилизованного разрешения конфликтов и стабилизации общественнополитических процессов с целью предотвращения угрозы распада государства и устойчивого развития современного общества.
