Енергетичний чинник європейського інтеграційного процесу в першій декаді ХХІ ст.

Abstract

У статті досліджується розвиток енергетичної політики Європейсько-го Союзу на початку ХХІ ст., зокрема у контексті відносин з РФ. Опису-ється зростання ролі природного газу в енергетичному балансі країн ЄС і суперечності, що виникли через нові міжнародні реалії. В дослідженні від-дзеркалено реакцію ЄС щодо використання в РФ енергетики як інструмен-ту досягнення зовнішньополітичних цілей. Простежено ухвалення нових енергетичних законів, спрямованих на зменшення залежності ЄС від РФ. Проаналізовано прийняте в Єврокомісії законодавство, спрямоване на за-хист внутрішнього енергетичного ринку від зовнішніх загроз. Окрім того, в статті описуються заходи щодо диверсифікації постачання енергоносі-їв. Досліджується розробка проєкту «Набукко». Простежено інші анало-гічні ініціативи, такі як проєкти в рамках «Бакинської ініціативи», спря-мовані на співпрацю ЄС із країнами Східної Європи та Кавказу. В статті розглянуто газові конфлікти між РФ та Україною, які змусили ЄС шукати нові стратегії енергетичної безпеки, зокрема модернізацію української га-зотранспортної системи та ухвалення «Третього енергетичного пакету» 2009 р. Загалом дослідження енергетичного фактору політики ЄС розши-рює горизонти для більш комплексного розуміння європейської інтеграції та історії міжнародних відносин у Європі на початку ХХІ ст.The development of European Union energy policy at the beginning of the 21st century represents an important and complex issue, particularly relevant given current geopolitical circumstances — notably the Russian war against Ukraine and the EU’s longstanding energy dependence on Russian resources. The challenge of identifying alternative energy suppliers and ensuring energy security has become increasingly critical, especially considering Russia’s instrumentalisation of energy resources for political purposes. In this context, issues of energy diversification and ecological sustainability, which define the direction of EU energy policy, assume particular significance. This research examines the evolution of European Union energy policy since the late 20th century, a period marked by growing dependence on natural gas, particularly from Russian sources, as reflected in complex negotiations between the EU and Russia regarding the Energy Charter. The scientific novelty of this work lies in analysing the impact of energy policy on European integration during the first decade of the 21st century, with particular attention to the role of energy crises and gas conflicts in shaping the EU’s common strategy. The goal of this study is to analyse EU energy policy at the beginning of the 21st century within the context of rising geopolitical tensions and to identify principal directions for its development, considering the imperatives of energy supply diversification and strengthened ecological commitments. The research employs general historical analytical methods and an interdisciplinary approach, with particular attention devoted to examining legal documents that influenced the development of EU energy strategy. The study demonstrates that key challenges for the EU have been and remain establishing energy security, creating a common energy space, reducing greenhouse gas emissions, and increasing reliance on renewable energy sources. European policy has gradually shifted toward sustainable development; however, the impact of geopolitical factors — such as Russia’s gas conflicts with neighbouring state — has remained decisive.
