Цифрова доступність як інструмент соціальної інтеграції вразливих груп населення

У статті здійснено теоретичне обґрунтування цифрової доступності як ключового інструменту соціальної інтеграції вразливих груп населення в умовах цифрової трансформації суспільства. Актуальність дослідження зумовлена посиленням цифрового розриву, що проявляється у нерівному доступі до інформаційно-комунікаційних технологій, відмінностях у рівні цифрових навичок та здатності використовувати цифрові сервіси для задоволення життєвих потреб. Особливу увагу приділено аналізу становища осіб з інвалідністю та людей похилого віку як груп підвищеного ризику цифрового виключення. У роботі узагальнено сучасні наукові підходи до розуміння цифрової інклюзії та цифрового розриву, визначено сутність цифрової доступності як комплексної соціально-інституційної категорії, що виходить за межі суто технічного аспекту. Охарактеризовано основні бар’єри цифрового середовища, зокрема технічні, когнітивні, освітні та соціально-економічні, які обмежують участь вразливих груп у цифрових процесах. Обґрунтовано роль принципів безбар’єрності та універсального дизайну у формуванні доступного цифрового середовища, а також значення міжнародних стандартів вебдоступності (WCAG) як нормативної основи забезпечення інклюзивності цифрових сервісів. Проаналізовано український та міжнародний досвід впровадження цифрової доступності, зокрема у сферах освіти, зайнятості, надання соціальних послуг і громадянської участі. Доведено, що цифрова доступність виступає інтегруючим механізмом подолання цифрового розриву, сприяє роз-ширенню можливостей соціальної участі та підвищенню якості життя населення. Визначено, що ефективність цифрової інклюзії залежить від комплексного поєднання нормативного регулювання, розвитку цифрових компетентностей та адаптації цифрових сервісів до потреб користувачів.

The article provides a theoretical substantiation of digital accessibility as a key instrument for the social integration of vulnerable population groups in the context of digital transformation. The relevance of the study is обусловлена the growing digital divide, which manifests itself in unequal access to information and communication technologies, differences in digital skills, and varying capacities to use digital services to meet everyday needs. Particular attention is paid to persons with disabilities and older adults as groups at high risk of digital exclusion.
The paper summarizes contemporary scientific approaches to understanding digital inclusion and the digital divide and defines digital accessibility as a comprehensive socio-institutional category that extends beyond purely technical aspects. The main barriers of the digital environment are identified, including technical, cognitive, educational, and socio-economic ones, which limit the participation of vulnerable groups in digital processes.
The role of the principles of accessibility and universal design in creating an inclusive digital environment is substantiated, as well as the importance of international web accessibility standards (WCAG) as a regulatory framework for ensuring the inclusiveness of digital services. Ukrainian and international practices of implementing digital accessibility are analyzed, particularly in the fields of education, employment, access to social services, and civic participation. It is proven that digital accessibility acts as an integrating mechanism for overcoming the digital divide, contributes to expanding opportunities for social participation, and improves the quality of life of the population. The study concludes that the effectiveness of digital inclusion depends on a comprehensive combination of regulatory frameworks, the development of digital competencies, and the adaptation of digital services to users’ needs.
