Вивчення рідних мов та навчання на них у системі освіти Автономної Республіки Крим: динаміка суперечливих процесів

У статті аналізується стан вивчення та навчання на рідних мовах у системі освіти Автономної Республіки Крим, основні правові, організаційні та освітні фактори, які впливають на кількісні та якісні параметри цього процесу; консервативний характер системи освіти, яка не відображає зміни в етнодемографічній структурі населення Криму й існуючі потреби етнічних спільнот півострова; непослідовність виконавчої влади в реалізації прийнятих її рішень із розвитку мережі шкіл з рідними мовами навчання. Вказується на існуючі явні диспропорції в задоволенні мовних потреб різних етнічних спільнот. Аналізується складний процес відновлення освіти кримськотатарською мовою після жорстких заборон і обмежень, що існували при радянській тоталітарній системі.

This article examines learning and teaching of the mother tongue in the system of education of the Autonomous Republic of Crimea as well as the major legal, organizational and educational factors that influence the quantitative and qualitative parameters of the process. The conservative nature of the system of education that does not reflect the changes in the ethnic and demographic structure of the population of the Crimea and the present needs of ethnic communities of the peninsula. Lack of consistency of the executive power in the implementation of its decisions related to the development of a network of mother tongue schools. There are clear disparities in meeting the language needs of the different ethnic communities. The complex process of restoring education in the Crimean Tatar language after strict prohibitions and restrictions that existed during the Soviet totalitarian system is analyzed.
