Трансформація економічної ролі та управлінсько-регуляторних функцій держави в ринковій системі України

Досліджено процес трансформації економічної ролі й управлінсько-регуляторних функцій держави у ринковій системі України. Простежено еволюцію поглядів різних економічних шкіл і напрямів економічної науки щодо економічної ролі та функцій держави. Розкрито зміст економічних функцій держави й особливості їх трансформації за умов адміністративно-командної та ринкової економік. Узагальнено досвід окремих західних країн з кризового реформування економіки за умов світової фінансово-економічної кризи на початку XXI ст. Розглянуто співвідношення таких термінів, як "товарне виробництво", "ринкова економіка", "національне господарство" та визначено модулі їх функціонування. Уточнено сутність понятття "державний сектор економіки". Визначено склад, структуру й організаційно-регуляторні засади функціонування державного сектору в ринковій економіці України. Досліджено організаційно-правові форми діяльності державних підприємств в Україні та визначено їх роль у національному господарстві. Проаналізовано розвиток державного сектору економіки у розвинутих країнах. Виявлено його основні тенденції та найбільш ефективні моделі у сучасних ринкових системах. Визначено основні завдання та функції державного підприємництва у процесі ринкових перетворень. Проаналізовано інноваційний характер державного підприємництва та визначено основні напрямки його застосування у національному господарстві.

Transformation of economic role and administrative-regulatory functions of the state in the market system
of Ukraine are explored in dissertation.
The evolution of looks of different economic schools and directions of economic science has been
seen after in relation to the economic role of the state.
The essence of the functions of administrative-regulators of the state and their transformation subject in
the conditions administratively - command and market economies are explored. Experience of row of occident countries from crisis reformation of their economies in the conditions of the world financial and
economic crisis in the beginning of the ХХI century is generalized. The relationship among such
categories as “market economy”, “national market economy is determined”. The approaches towards the
essence of such categories as the "state sector of economy", “product making” are underlined,
simultaneously the essence of the "state sector of economy" is cleared. The subordination between the
categories the “state sector” and the state property id determined. The filling, structure and
organizationally- regulator forms of the state sector of economy of market economy of Ukraine have been
analyzed. The organisationally and law forms of activity of the state enterprises of Ukraine have been
analysed and their role in the national economy has been determined.
Development of state sector of economy of the developed countries has been has been analyzed. Its main
trends have been found out as well as the most effective models in the current market systems. The aims
and functions of the state entrepreneurship in the market transformation process have been clarified. The
innovative character of the state entrepreneurship and the main directions of its exploring in the national
economy have been analyzed.
