Комунікація між владою та громадою в територіальних громадах України: виклики війни, децентралізації та шляхи інституційної реалізації

Abstract

У статті розглядається проблема комунікації між владними структурами та громадськістю в умовах сучасної України, зокрема в контексті демократичного розвитку, гібридної війни та децентралізації. Акцент зроблено на потребі налагодження сталого партнерства між державою та громадянським суспільством як передумови формування ефективного місцевого самоврядування. Визначено, що сучасні виклики потребують трансформації традиційної моделі взаємодії влади з громадянами – від вертикалі «панування – підпорядкування» до горизонталі «партнерство – співпраця». Зазначено, що в основі нової моделі має стати партиципаторний підхід, який забезпечує активну участь громадян у прийнятті рішень на місцевому та національному рівнях. У статті запропоновано конкретні рекомендації щодо удосконалення механізмів комунікації між владою та громадянами. Серед них: запровадження інструментів електронної демократії, створення громадських рад, розвиток інститутів громадської участі, цифровізація публічних сервісів, посилення правових гарантій прозорості. Особлива увага приділена ролі освіти та цифрових технологій як чинників зміцнення демократичної культури й формування компетентного громадянського суспільства. Запропоновано створення місцевих центрів громадської участі як практичного інструменту посередництва між громадою та владою. Узагальнено, що ефективна комунікація між владою та громадськістю є визначальним фактором демократичної стабільності та сталого розвитку громади. Комплексний підхід, який охоплює правові, інституційні, освітні й технологічні зміни, здатен сформувати зрілу систему управління, в якій інтереси громадян стають фундаментом публічної політики.The article addresses the issue of communication between government structures and the public in contemporary Ukraine, particularly in the context of democratic development, hybrid warfare, and decentralization. Emphasis is placed on the need to establish sustainable partnerships between the state and civil society as a prerequisite for the formation of effective local self-government. It is determined that modern challenges require the transformation of the traditional model of government-citizen interaction from a vertical "rule - subordination" to a horizontal "partnership -cooperation." It is noted that the foundation of this new model should be a participatory approach, ensuring the active involvement of citizens in decision-making at both local and national levels. The article provides specific recommendations for improving communication mechanisms between the government and citizens. These include the introduction of electronic democracy tools, the establishment of public councils, the development of public participation institutions, the digitalization of public services, and strengthening legal guarantees of transparency. Special attention is given to the role of education and digital technologies as factors in strengthening democratic culture and forming a competent civil society. The creation of local centers for public participation is proposed as a practical tool for mediation between the community and the government. In conclusion, it is emphasized that effective communication between the government and the public is a determining factor in democratic stability and sustainable community development. A comprehensive approach that includes legal, institutional, educational, and technological changes is capable of forming a mature governance system, where the interests of citizens become the foundation of public policy.
