The article explores the process of trade liberalization within the formation and evolution of the Common Market and the European Union. It demonstrates that during the initial stages of European integration and the development of the common economic space, European states actively and consistently acted simultaneously at two interconnected levels – regional and universal. It is substantiated that the liberalization of international trade in goods became one of the most important components of the international legal order established under the auspices of the UN in the second half of the 20th century. At the global level, this period saw the formation of the first effective global monetary and financial system led by the IMF, a system of guarantees and attraction of private investment under the direction of the IBRD, as well as an ongoing process of consistent trade liberalization through the removal of tariff barriers within the framework of GATT-1947 rounds. The article shows how trade liberalization at the regional European level contributed not only to rapid economic growth but also to the creation of legal conditions for deeper integration among member states as early as during the functioning of the European Communities. The study provides a detailed analysis of the measures undertaken by Union institutions and member states following the proclamation of the founding of the European Union. The main economic features of this stage were the internal market, the customs union, the introduction of a single currency, the alignment of national policies regarding economic growth and employment, and the implementation of a number of successful social initiatives. The harmonious combination of economic and social criteria is particularly clearly reflected in the implementation of the Common Agricultural Policy. In this field, liberalization takes place through specific means and at a pace that prevents the disruption of local agricultural economies, gradually integrating them into the common market for agricultural products.
