Еволюція закладів освіти для осіб з особливими освітніми потребами в Україні: історичний аспект

Історія становлення та розвитку закладів освіти для осіб з особливими освітніми потребами в Україні бере свій початок з давніх часів. Відповідно до виділених історичних періодів у статті простежується зміна ставлення суспільства і держави до осіб з особливими освітніми потребами. Від архаїчного періоду до Х століття можна спостерігати як до таких осіб змінюється відношення населення. З X по XIII століття розвивається князівська, церковна та монастирська опіка над особами з особливими освітніми потребами. У період з XIV до другої половини XVII століття формуються державні підходи до опіки та виховання осіб з різними психофізичними порушеннями. Перші спроби створення спеціальних навчальних закладів для дітей з порушеннями мовлення простежуються у другій половині ХІХ століття. У другій чверті ХХ століття система спеціальної освіти отримує поштовх та починає розвиток. У 90-х роках ХХ століття в нашій країні почали впроваджувати ідеї інклюзивної освіти. Дослідження показало, що на кожному історичному етапі розвитку людства ставлення до осіб із особливими освітніми потребами в Україні і світі було різним.

The article examines the history of the formation and development of educational institutions for people with special educational needs in Ukraine from ancient times to the present. The author distinguishes different historical periods in which the attitude of society and the state to this category of people changed.
In the archaic period and up to the tenth century, the evolution of attitudes towards persons with special educational needs is considered. From the tenth to the thirteenth centuries, the role of princely, church, and monastic care for this category of people is studied. From the XIV to the second half of the XVII century, the author analyzes the formation of state approaches to the care and education of persons with various psychophysical disabilities.
Next, the first attempts to create special educational institutions for children with speech disorders in the second half of the nineteenth century are considered. In the second quarter of the twentieth century, the author describes the beginning of the development of the special education system in Ukraine. It is also noted that in the 90s of the twentieth century, Ukraine began to introduce the ideas of inclusive education.
In general, the study shows that at each historical stage of human development, attitudes toward people with special educational needs in Ukraine and the world have been different. The author tries to understand the evolution of this attitude and to note key events and changes in this area over the centuries.
