Глобальна природа інформаційної безпеки

Інформація – один з основних ресурсів сучасної цивілізації. Тому інформаційна безпека спрямована на забезпечення прав і свобод людини щодо вільного доступу до інформації, створення і впровадження випробуваних інформаційних технологій та захист права власності всіх учасників інформаційної діяльності. Водночас інформаційна безпека має глобальну природу, а отже, потребує розгляду в системі глобального інформаційного простору. З одного боку, така безпека надає людству, окремим спільнотам та індивідові нові можливості для розвитку, а з другого − створює сучасні виклики та ризики. Їх подолання вимагає від суб’єктів загально цивілізаційного, національного, державного, громадянського розвитку, а також докладання додаткових зусиль, спрямованих на посилення ефективності інформаційного виміру безпеки. Усе це зумовлює актуальність концептуально-теоретичного розгляду глобальної природи інформаційної безпеки

Information –one of the main resources of modern civilization. Therefore, information security is aimed at ensuring human rights and freedoms for free access to information, creating and implementing proven information technologies and protecting the property rights of all participants in information activities. At the same time, information security is of a global nature, and therefore requires consideration in the global information space system. On the one hand, such security gives humanity, individual communities and individuals new opportunities for development, and on the other –creates modern challenges and risks. Their overcoming requires the subjects of general civilizational, national, state, civil development, as well as the application of additional efforts aimed at enhancing the effectiveness of the information dimension of security. All this determines the relevance of conceptual and theoretical consideration of the global nature of information security.
