Еволюція відносин між Україною та Бразилією: історія, виклики та майбутні сценарії

Abstract

Стаття присвячена дослідженню еволюції двосторонніх відносин між Україною та Бразилією, що охоплюють різні аспекти взаємодії, тобто політику, економіку, культуру, соціальні зв’язки. Аналізуються ключові етапи розвитку співпраці, починаючи з моменту встановлення дипломатичних контактів у 1992 році до сучасних викликів і перспектив. Окрему увагу приділено впливу міжнародних політичних змін на двосторонні відносини, а також аналізу факторів, які сприяли або гальмували їхнє поглиблення. Дослідження виявляє значну роль української діаспори в Бразилії, яка, будучи однією з найбільших у Латинській Америці, відіграє важливу роль у збереженні культурної спадщини та зміцненні соціально-культурних зв’язків між двома країнами. Також проаналізовано основні напрями економічної взаємодії, а саме: товарообіг, інвестиційні проєкти та спільні ініціативи у сфері високих технологій, агропромисловості, космічної галузі. Розглянуто політичні аспекти співпраці між Україною та Бразилією, зокрема питання дипломатичних контактів, взаємної підтримки у міжнародних організаціях та впливу російсько-української війни на відносини між країнами. Також показано, що російсько-українська війна мала значний негативний вплив на поглиблення зв’язків України з Бразилію, через тісні економічні та політичні зв’язки останньої з Російською Федерацією.У статті висвітлюються можливі сценарії розвитку українсько-бразильських відносин: оптимістичний, песимістичний і реалістичний варіанти. Оптимістичний сценарій передбачає активізацію співпраці та формування стратегічного партнерства, песимістичний розглядає ризики загострення відносин та зниження рівня співпраці. Реалістичний сценарій описує поступове зміцнення контактів за рахунок розвитку економічних, наукових, культурних ініціатив. На основі аналізу зроблено висновки щодо основних напрямків подальшого розвитку двосторонніх відносин, зокрема розширення економічного співробітництва, поглиблення культурного та освітнього обміну, а також адаптацію дипломатичних стратегій до сучасних викликів. Запропоновано рекомендації щодо підвищення ефективності співпраці, враховуючи геополітичні реалії та перспективи інтеграції України та Бразилії у міжнародні альянси.The article is devoted to the study of the evolution of bilateral relations between Ukraine and Brazil, covering various aspects of interaction, including politics, economy, culture and social ties. The paper analyzes the key stages of cooperation, starting from the establishment of diplomatic contacts in 1992 to current challenges and prospects. Particular attention is paid to the impact of international political changes on bilateral relations, as well as to the analysis of factors that facilitated or hindered their deepening. The study reveals the significant role of the Ukrainian diaspora in Brazil, which, being one of the largest in Latin America, plays an important role in preserving cultural heritage and strengthening socio-cultural ties between the two countries. The main areas of economic cooperation, including trade, investment projects, and joint initiatives in the field of high technology, agriculture, and space, are also analyzed. This article examines the political aspects of cooperation between Ukraine and Brazil, in particular, the issues of diplomatic contacts, mutual support in international organizations and the impact of the Russian-Ukrainian war on relations between the two countries. It is also shown that the Russian-Ukrainian war had a significant negative impact on the deepening of Ukraine's ties with Brazil, due to the latter's close economic and political ties with the Russian Federation. The article also highlights possible scenarios for the development of Ukrainian-Brazilian relations, including optimistic, pessimistic and realistic options. The optimistic scenario envisages intensification of cooperation and formation of a strategic partnership, while the pessimistic scenario considers the risks of aggravation of relations and a decrease in the level of cooperation. The realistic scenario includes gradual strengthening of contacts through the development of economic, scientific and cultural initiatives. Based on the analysis, conclusions are drawn about the main directions for further development of bilateral relations, including the expansion of economic cooperation, deepening cultural and educational exchange, and adapting diplomatic strategies to current challenges. Recommendations for improving the effectiveness of cooperation are proposed, taking into account the geopolitical realities and prospects for Ukraine's and Brazil's integration into international alliances.
