Цілепокладання в галузі «Фізична культура» у контексті вимог Нової української школи

Abstract

Релевантність та поступ мет рівнів і циклів загальної середньої освіти а також їх кореспондування з метами галузі «Фізична культура» є передумовою ефективної реалізації концептів Нової української школи у процесі фізичного виховання учнів/учениць. Компаративний аналіз, порівняння та узагальнення змісту мет, окреслених Законами України та підзаконними актами, засвідчили відповідність їх сутності на законодавчому рівні та поступ мет на різних рівнях повної загальної середньої освіти попри дискусійний характер окремих дефініцій у їх формулюваннях та різні підходи щодо ступеня деталізації змісту. Виявлено сутнісний дисонанс мет початкової освіти у Державному стандарті галузі «Фізична культура» та відповідних Типових освітніх програмах. Мети базової та профільної загальної середньої освіти з фізичної культури не віддзеркалюють основні ідеї Нової української школи, не показують поступ освіти з фізичної культури на різних рівнях повної загальної середньої освіти. Розроблена модель цілепокладання освітньої галузі «Фізична культура» демонструє взаємозвʼязки мет галузі з урахуванням структури загальної середньої освіти в Україні та нормативно-правових витоків їх формулювання і показує прогалини у системі цілепокладання.Goal-setting in general secondary education is the key to effective planning for the implementation of the concepts of the New Ukrainian School, a motivator, and an indicator of successful activity in the physical education of students. The relevance and progress of the levels and cycles of general secondary education, as well as their correspondence with the goals of the "Physical Education" field, are prerequisites for the effective implementation of the concepts of the New Ukrainian School in the process of physical education of students. A comparative analysis, comparison, and generalization of the goals outlined in the Laws of Ukraine and subordinate acts confirmed their consistency at the legislative level and the progression of goals at different levels of complete general secondary education, despite the debatable nature of some definitions in their formulations and the different approaches to the degree of content detail. A substantial dissonance has been identified between the objectives of primary education in the State Standard for the "Physical Education" field and the corresponding Typical Educational Programs. The goals of basic and specialized general secondary education in physical education do not reflect the core ideas of the New Ukrainian School and do not demonstrate the progress of physical education at different levels of complete general secondary education. The developed model of goal-setting for the "Physical Education" field shows the interconnections of the field's goals, taking into account the structure of general secondary education in Ukraine and the legal and regulatory origins of their formulation, and highlights gaps in the goal-setting system.
